In case it helps:

Whenever I need to tighten my SHB (after greasing) I do up the big nut by hand then nip up the locknut.
I aim to have a hint of drag on the handlebars (compared to very loose), no notchiness and no clicking sensation if I brake hard a low speed.

I checked Crossroadz when I googled the part number and he recommends doing it by hand also.
I'm no professional but have done quite a lot of miles without any failures.

Just screw in the male threaded part into the top section, the part in which the tool fits, and then thread on the locknut and tighten. You can apply whatever turning force you want via the locknut.

But to be honest, as has been said, it just needs hand pressure and then check after your first ride.
