My 1999 F650 needed the seal rings replaced. The removal and installation was actually problem-free, except for the installation of the upper bearing shell (directly under the seal ring). In the end, I only managed it by chamfering both the bearing shell and the seat with a Dremel. The bearing shell was also slightly flared, the gap was about 2 mm. How is the installation done "correctly"?

I've used plastic waste pipe on my GS and a proper seal/bush driver on my other bike.
I don't remember having any particular problems either time.
I guess you could have tried warming the fork leg up a bit with a heat gun to help?

As Buzz suggests, warm up fork keg, +put bearing in freezer before fitting for HR or so,
