Possibly wire or connector issue, it it relatively simple to get there : screen away then the gray cover away then 3 bolts for the meter unit and you can check / press the connectors.

Hi I've already striped the front of the bike and checked the wires and I've traced the wires to the engine and could not find fault

Yes every thing else works ok
    It's just the rev counter

Check the wires going to the back of the rev counter for signal with a voltmeter with the bike running
No life = prob need replacement rev counter unit
Check the earthing too clock to dash unit- dashunit to main bike frame - frame to battery
There is a part of the wiring bundle behind the dash that is prone to rubbing on the bare metal dash backplate - check and tape it now while you are in there
The crank sensor pickup part must be working or the bike wouldnt run as its part of the whole ecu system for crank position anjd spark timing

And that fixya.com link above is lolz ... its talking about rev counter and speedo cables like full analogue oldschool tech that the CS does not have

Try looking at the FAQS for the same year GS- dash and electrics are almost the same

and this is handy for a few other CS odd bits of knowledge
